Teebling went ahead and implemented a pretty cute level system instead of just a boring post count.
An old time WoW tradition was to congratulate your guildies when you leveled up, so why not do that here too? It helps with the community feeling and it's a pretty cheerful tradition in my eyes.
Let's keep it to factors of 10, though, to reduce the spam.
