Can anyone confirm is the TBC enchants are going to have a minimum level requirement? I've seen some people mention that it will be level 35 or higher only, which will have a big impact on the 39 and 49 bracket if true.

That is correct. All TBC-exclusive enchants have a minimum level requirement of 35. The Classic/Vanilla enchants still operate the same way in terms of level.
