Why is Kazzak being hard leashed then and not other world bosses? Because he’s so close to Stormwind?
The short answer is "because that's the way it was in 1.12"
As for why that's the way it was in 1.12, I can only guess that it had something to do with kazzak becoming more powerful as he fought larger numbers of players, making him especially devastating when brought to any capital city.
