The Naga presented difficulties regarding boots and pants. The obvious solution, just having them equip them and have them look different, wouldn't have been bad but wouldn't have been the most elegant.
Mounts also would require a similar fix.
Ehhh, just make the pants and boots not show. Similar to how Tauren and Troll get modified versions of the pants or how players can opt to turn off helmet/cloak aesthetics. Just make those gear slots invisible as they do with other things in the game. Everything below the abdomen or belt slot would just be invisible.
I am not sure how you could work around mount riding. Nagas would look stupid slithering around at 100% speed. Worgens looked okay, but their animation was a bit different as they could be in a full sprint on all 4's. Worgen also had the benefit of being able to use mounts. Naga players would not be able to earn or ride any mount. I see this being really problematic.
I suppose their mount quest chains would be flavor quests gated behind a similar mount cost allowing them to slither at 60%/100% speeds? I can see why the devs abandoned this idea but it is pretty unfortunate because Naga look pretty cool.

Thinking of Nagas being playable reminds me of what I thought about Vashj'ir, and what I think about it now :
At first I was very excited, an underwater zone, sounds like very interesting, perhaps new gameplay possibilities, etc.
But in the end, I did the zone with one character and never got back because I didn't like it. It was a cool experience - once - but very forgettable. Unlike Stranglethorn Vale, Ashenvale, or Hillsbrad Foothills, I wasn't eager at all to do the zone again, and an underwater zone is clearly something i'd add to the list of "looks like a good idea but was shit" - with flying mounts and dungeon finder.
