I have an active wow subscription but I don't see wow classic in downloads etc.
So how do I actually do the name reservation thing?

Players with an active subscription or game time on their account will be able to create up to three characters per World of Warcraft account. Sorry but I did not found the character creation page at that link. None of their resources are helpful, and google too.
Do I have to have beta access to do this?

Not entirely sure, but assuming they use the same time frame window as the launch of the game, its 12AM Central Europe time on the 13th, which makes it 11PM the 12th for UK due to timezones.
But I have no idea.
