There were enough EST PVP servers for everyone, but because there was no Brazilian server, Brazilians decided to target one of the NA servers and now it's a ghost town and all the NA players who WOULD have been on it dogpiled onto Herod instead, forcing Blizzard to spin up Stalagg... did Blizzard learn NOTHING from 15 years ago?
Many developers have a defeatist attitude when it comes to this these days and for good reason. Historically BRs and SAs have played on NA servers even when there are many SA servers on offer, because the sad fact is SA server hosts are terrible. Even connecting many latitudes north all the way to Chicago actually gets them better and more stable pings than connecting to their own infrastructure. Of course that doesn't stop Blizzard from just adding more servers in Chicago and calling them the SA servers.
Beyond that, as we've seen in posts here, the SA countries really don't like each other. The bilinguals among them will gladly play on English servers to avoid themselves, and even some non-bilinguals will do the same. Since you made this thread I assume you know why they aren't really a treat to play with.
Finally for a small number there's the prospect of US dollars. In Venezuela farming for Runescape currency earns you more than minimum wage.
Actually Brazilians are going for any server they want, I saw a lot going to herod too. The "target" server it's just where the old guilds are going (probably Thalnos). It will be the br server? Maybe, or maybe not. Back in the day warsong was the br server. This happen in retail too, there is a unbelievable amount of brs in NA servers that people don't even know. But not everyone have a third language in Brazil, so a Brazilian server would be really good for those people, at least for communication (not gonna happen soon, or maybe never, not enough players).
Oh, so BR's and SA's are going to Herod, damn! I tried to avoid this (as SA myself).
Time to roll onto another server.
A majority of the Brazilians (and LATAM folks) are going to Thalnos. I've documented sources for this ad nauseam in another thread on this forum if you're interested. The ones I've spoken to are not keen on having their own servers as they believe their numbers alone would not sustain a healthy server population (for LATAM it's even less) - the general consensus being that there is simply not enough interest in the Brazilian gaming population for Classic. The united Brazilian guilds even went out of their way to state (in the Thalnos Discord) that they would push their members to only speak English in public channels, and to enact disciplinary measures if there were complaints lodged against their members.
If Blizzard created a SA server now, I suspect most of the SAs would choose to remain in Thalnos.
I could be wrong, but didn't Blizzard add Brazilian servers post-Cata? If that's true, that means they may be missing thousands of translations for quests and items from the pre-Cataclysm world. Sure, perhaps they should have hired their translation team way ahead of time to do that, but maybe since the game came out for Brazil waaayy later than vanilla for them, not many Brazilians are coming to play Classic? Just a thought. I'm sure they have the data to do a cost analysis on whether or not it was worth doing.
That said, it's very annoying that servers have to foster other groups due to lack of realms like this. In Europe we're having the same problem when Blizzard decided randomly Spanish speakers won't get a server, but Germans, French, and Russians will.

Wait, you mean the SA servers are actually hosted in SA? I thought they were just Spanish-language servers hosted in NA data centers

Spanish speakers are probably accustomed to playing on US servers anyway
